Where Leeds City Council comes in
You register on the government’s national “Register your rental property” service, not with the council. Leeds City Council is the local housing authority for Leeds, so after 14 July 2027 it’s the body that can act against landlords who haven’t registered: a civil penalty of up to £7,000, and up to £40,000 for false information or continued breaches. Licensing in Leeds is separate
The register doesn’t replace council licensing. If your Leeds property is a house in multiple occupation, or is in an area with selective licensing, you need the licence as well as the registration. Check with Leeds City Council which schemes apply to your address.
